16. 2. Recommendation to receive and file a report from the Deputy City Manager and staff exploring the feasibility of reducing the City’s adult-use cannabis retail tax rate to align with the medical cannabis retail tax rate.

    A motion was made by Chair Mungo, seconded by Member Allen, to approve recommendation, as amended to [1] adopt a mixture of scenario’s 4 and 5 to preserve services & program levels funded by the current $12 million baseline in FY 23, including annual adjustments to maintain those levels of service; [2] research modifying the cultivation tax to be based off of gross sales. The motion carried by the following vote:
