    A motion was made by Chair Allen, seconded by Member Zendejas, to approve recommendation. The motion carried by the following vote:

WITHDRAWN Recommendation to concur in the recommendation of the Climate Action and Environmental Committee to direct City Manager to take the following actions: Request inclusion in the County and/or City of Los Angeles amortization studies or work with consultants to conduct a similar study and report back with the cost of doing so; Direct a percentage of surplus oil revenues to the abandonment fund and any other costs associated with abandonment, alongside important one-time capital projects; Direct City staff and the State Legislative Committee request the State to fully fund their portion of the abandonment liability; Work with South Coast Air Quality Management District (AQMD) to prioritize leakage mitigation and detection, emissions control, and carbon capture measures; Work with labor organizations in the transition of workers from the local energy sector; Work with City Attorney and State Lands Commission and other applicable state entities to determine the legal options available to the City to end new drilling as soon as is legally defensible, including studying prohibiting new oil and gas extraction in all zones and, studying changing oil and gas extraction to a legal nonconforming use in all zones; and Request City Manager report back with timelines and costs associated with the above recommendations as well as potential funding streams for them.     A motion was made by Chair Allen, seconded by Member Zendejas, to approve recommendation as amended, to recommend City Council to direct the City Manager to provide a report back to include the anticipated cost and potential funding options to the City Council on the following potential actions: [1] Requesting inclusion in the LA County or LA City Amortization studies or work with their consultants on a similar one ourselves and report back with the cost of doing so; [2] Directing some percentage of surplus oil revenues to the abatement fund and any other costs associated with abandonment, alongside important one-time capital projects, and that City staff and the State Legislation Committee push the State hard to fully fund their portion of the abandonment liability; [3] Working with AQMD to prioritize leakage mitigation and detection, emissions control, and carbon capture measures; [4] Working with labor organizations in the transition of workers in our local energy sector to equally good jobs and to ensure they are at the table every step of the way; and [5] Working with the City Attorney and State Lands Commission and other applicable state entities to determine the legal options available to the City to end new drilling as soon as is legally defensible, including: studying prohibiting new oil and gas extraction in all zones and, studying changing oil and gas extraction to a legal nonconforming use in all zones. Recommendation to receive and file a discussion on green shipping and forward the below recommendations to the City Council: Request City Manager to work with the Harbor Department to explore discussions with another major international port city with the intentions of creating a green shipping corridor similar to the one in development between the Ports of Los Angeles and Shanghai, including exploring joining the Los Angeles/Shanghai clean shipping corridor as a partner; Add support for legislation or administrative action to rapidly decarbonize the maritime shipping industry and to create green shipping corridors along the California coast, the West Coast of the United States, and across the trans-Pacific trade route to the City’s 2022-2023 State and Federal Legislative Agendas; and Request City Attorney to draft a resolution calling on top maritime importers to Long Beach to adopt existing emissions-reducing technologies and take steps towards making port calls to the San Pedro Port Complex on zero-carbon ships by 2030.
