   A motion was made by Councilmember Lowenthal, seconded by Councilmember Schipske, to approve first substitute motion that the Mission Statement be adopted with the following amendment; change the word "structure in the first sentence of the Mission Statement to "effectiveness." The motion failed by the following vote:

   A motion was made by Councilwoman Richardson, seconded by Councilmember Lerch, to approve the first substitute motion that the entire schedule of the Charter Amendment Committee be adopted with the following amendment: the deletion of the December 4th subject matter, the Role of the Mayor. The motion carried by the following vote:

Recommendation to approve the recommendation to give consensus approval for a Charter measure that would delete the following obsolete Charter sections: Section 903 pertaining to public recreation tax levy; Section 1714 pertaining to library tax levy; Section 1717 pertaining to transportation tax levy; Section 1724 pertaining to Municipal Band tax levy; Section 1700 pertaining to Fiscal Year; Section 1707 pertaining to the General Purpose Reserve Account; and Section 1500 pertaining to the organization of the Department of Public Utilities as presented in a City Attorney memo dated May 7, 2004.
