  1. At 9:03 A.M, the Board remained in Open Session to complete Administrative Training. Present for the Administrative Training was Chair; Mike McDonald, Member; Todd Cregar, Member; Brad Hardie, Board Counsel; James McCann, Secretary Designee; Brittany Blanco. Presenting the Training for the City was Assistant City Attorney; Jennifer DeRuosi, and Assistant Personnel Director; Jennifer Misner. Training was concluded at 10:55 A.M.
  2. At 9:01 A.M, after roll call, the Board went out of order and into Closed Session to approve item ID 25-1257, the Meeting Minutes for July 29, 2025. Once minutes were approved, the Board went back into Open Session and Chair McDonald, officially appointed Member Todd Cregar as Vice Chair. The Administrative Training then began.
  3. At 10:55 A.M, the Board convened into Closed Session. Present on behalf of the City was Assistant Director Personnel; Sandra ChavezMartin, the Appellant was not present for the signed findings. Motion was made by Chair McDonald; followed by Vice Chair Cregar and seconded by Member Hardie to approve and uphold decision made to the Directors Action of Removal.
  4. During the signing of findings, members of the ATU Union were present on behalf of appellant. The findings were signed and Hearing Officers Recommendations were taken into consideration for a final approved modification.
  5. The Board convened into Executive Session at 11:00 A.M to discuss item ID 25-1260. At 11:27 A.M, the Board came out of Executive Session and into Closed Session. As newly appointed Vice Chair Cregar, made a motion to uphold the disciplinary action of Termination by the City in violation of FMCS 3-286 (a)(b) and AO 2-16. The item was seconded for approval by Chair McDonald and opposed by Member Hardie. The vote was carried 2-1. The Board came into Open Session at 11:30 A.M
